Text is in response to regulations proposed in 1976 by the U.S.Department of Interior "to minimize adverse environmental impacts" with a reduction of use of lands administered by the U.S.Bureau of Land Management.  The text reviews the overall impact of mining on the state, the proposed regulations, including bonding requirements, reclamation requirements, restrictions on access, and public disclosure; and specific objections by the mining industry to the regulations.
